Bug description:
  [Impact]

   * Memory usage of landscape processes abnormally grows, over time,
 even for processes which are generally idle and have no reason to
 grow.

   * Most of that memory leak is due to uninitialized python-twisted
 logging facilities buffering logs and their context. This fix
 Initializes logging with a null handler to have those unused log
 entries discarded.

   * Upstream twisted has mitigated part of the issue in recent releases
 by reducing the default buffer size. Because of that, the impact
 of this bug is greater on xenial. 

  [Test Case]

   * register a landscape client and log the memory growth over a day

   * the effect is most noticeable on /usr/bin/landscape-client and less on
 the other processes

   * the memory difference on recent releases (bionic and up) is
 expected to be smaller (~10mb on bionic instead of 200mb on xenial) 

  [Regression Potential]

   * The fix initializes twisted logging, which is unused by landscape
 so it is unlikely to have an impact.

   * The fix comes from recommendations on the upstream bug:
 https://twistedmatrix.com/trac/ticket/8164

  [Original description]

  This has been noticed on several systems of mine, all 16.04.

  Landscape Client takes up, over time, an *extreme* amount of system
  resources.

  On a 1024MB RAM system, within 3 days to a month, Landscape Client and
  it's python scripts (possibly cached data?) are consuming massive
  quantities of memory - in the realm of 512MB RAM and over 400MB of the
  Swap on the system.

  This is repeatably shown in other systems of mine as well.  Is there a
  memory leak or something in landscape-client that would contribute to
  this issue?

  History:
  in Ubuntu 16.04.5 ,If the benchmark tools is dynamic linked, and in the 
main loop, there are external function call to the dynamic lib, like dhrystone, 
whetstone, sysbench… During the benchmark running, CPU core max frequency is 
always 2.2Ghz(Gold 6129 , max turbo should be 3.3Ghz). Even the test is single 
thread test, we got the same result. In our lab, we found with our Gold 6129 
chipset, cpu is always at 1.5Ghz while benchmarking. 
  In Ubuntu 18.04.1 (glibc 2.27),everything works fine. No freq limit. Try 
to upgrade the glibc on Ubuntu 16.04.5 from 2.23 to 2.27, the Gold 6129 works 
fine, can reach 3.3Ghz. There is the same issue on Platinum 8168, on Ubuntu 
16.04.5(glibc2.23),  cpu max frequency during benchmark is about 3Ghz(Platinum 
8168 ,1~2 cores max turbo should be 3.7Ghz). Xeon Gold 6129 and Platinum 8168 
are major Skylake platform

  But works fine on 18.04 (with kernel 4.15) and s390-tools 2.3.0-0ubuntu3.

  --

  The regression risk of this fixed dbginfo.sh script and the updated
  s390-tools package is very low for the following reasons:

  - the script is broken today on xenial, hence it cannot really get that 
worse...
  - the fix was provided by IBM via a newer s390-tools package and was 
pretested by IBM before it was made available
  - all this is limited to the s390x architecture and also to xenial (newer 
Ubuntu releases use newer packages)
  - newer s390-tools packages that already incl. the fix are used in newer 
Ubuntu server releases and are known to work there

  New SRU tracking bug (with exception) for ubuntu-image 1.6 in Cosmic,
  Bionic and Xenial.

  [Impact]

  ubuntu-image 1.6 fixes some bugs and pay down some technical debt. It
  includes a bugfix for --with-proposed in classic builds and a change
  to not to copy /etc/cloud if empty.

  [Test Case]

  Create an image using the official amd64 model assertion. Ensure that
  the resulting image boots to 'press enter to configure' phase. Create
  an ubuntu-cpc project classic image using a modified amd64 gadget tree
  [1] and make sure it boots.

  [Regression Potential]

  * ubuntu-image may not produce a bootable image
