Bug description:
  [Impact]

  Currently for custom kernels, it's necessary to keep a separate
  annotations file that often gets out of sync with the corresponding
  file in debian.master/.

  The "debian/scripts/config-check" script can be changed to allow
  additional annotations files to act as overlays over the original
  annotations file, allowing custom kernels to override the policies
  just for the relevant configs.

  The proposal is to add support for an include directive in the
  annotations file so custom kernels can include the annotations file
  from its base kernel and override policies on a config basis.

  [Test Case]

  A kernel build should complete successfully after the change.

  
  [Regression Potential] 

  Low regression potential since that's a change on the build process
  that doesn't affect the final kernel that is built.

Bug description:
  eBPF is available as of kernel version 4.15, which is used on AKS nodes.
  Enabling JIT eBPF (built-in kernel feature) will speed-up execution of eBPF 
aware tools.
  eBPF JIT is controlled by the file /proc/sys/net/core/bpf_jit_enable.
  More details for eBPF JIT -

  The file /proc/sys/net/core/bpf_jit_enable is not present on AKS nodes.  

  Also, to support eBPF in AKS, we are requesting to switch the mlx* and
  ib* drivers to loadable modules instead of static.

  A team within Microsoft is running the linux-azure Ubuntu kernel on a
  large AI cluster.  They are hitting an issue which is resolved by the

  The bug is that threads can get stuck in the kernel. This bug can happen when 
removing network namespaces. This is something docker swarm does anytime it 
removes a container.

  Commit ebaf39e6032f was added to the mainline kernel tree in
  v4.20-rc6. It was not cc’d to upstream stable, so only v4.20-rc6 and
  newer kernels will have it.

  A test kernel was built with this commit, which resolves the issue.

Hi Jesse, per your comment that the debdiff is WIP, I'm going to close
this bug out as invalid.  Please feel free to reopen when it's ready for
others to look at, or go ahead and file a new bug report if you'd prefer
a clean start.  I'd echo what Christian said - the SRU process is
stringent for changes, so keeping changes to a minimum will aid in
making reviewing easier, and thus makes the SRU process move swifter.
He's also right that SRUs are more geared towards addressing severe
bugs, rather than new features.

Offhand, in looking at what versions we're carrying I see ubuntu is

  this is a significant behavior change.  As mentioned in comment 11
  (and later, and other bugs duped to this, and the mailing list
  discussion, etc) users of Ubuntu so far have been used to running sudo
  with their own HOME set, not root's HOME.  Therefore, it's
  inappropriate to change this behavior for existing releases; this
  should be changed starting in Eoan, and only the sudo and sudoers man
  pages changed in previous releases to indicate the actual behavior of
  sudo in those releases.

  Shortly after upstream changed the behavior, the patch to keep HOME as
  the calling (instead of target) user was added in bug 760140.

  For quick reference to anyone coming to this bug, the pre-19.10
  behavior (of sudo keeping the calling user's $HOME) can be disabled by
  running 'sudo visudo' and adding this line:

  Defaultsalways_set_home

  or, run sudo with the -H param.

  I wanted to allow certain users to execute a python script as another user, 
so I created the following sudoers config:
  Defaults env_reset
  source_user ALL=(target_user) NOPASSWD: /home/target_user/bin/script.py

  This results in a highly insecure Python environment because the
  source user can set HOME and override any Python package by putting
  files in $HOME/.local/lib/python*/site-packages/.

  This should be a safe configuration because the default behaviour (as
  specified in the man page) is that env_reset will replace HOME with
  the target user's home directory. The "env_reset" option even has
  special behaviour for bash which has its own potential environment
  vulnerabilities.

  However there is an Ubuntu-specific patch in the package
  (keep_home_by_default.patch) that makes sudo preserve HOME by default,
  which negates the correct behaviour of "env_reset". It should not be
  necessary to explicitly specify the "always_set_home" option in order
  to negate this patch.

  The patch should be removed and the default /etc/sudoers should
  explicitly add HOME to "env_keep" for the "allow admins to run any
  command as root" entries, to get the desired behaviour without
  creating security issues for other sudoers commands.

glibc testcases are still regressing on i386 after applying both the following

Revert both these patches to restore the original behaviour.
