[HCDX] Unid distorted signal, French language signal like a fense

UNID   An unid distorted signal, French language transmission like a fense
in 11983 to 12190 kHz range, noted at 1600-1630 UT on 11983, 12002, 12021,
12040, 12058, 12077, 12094, 12115, 12135, 12153, 12172, and 12191 kHz.
No basical centered frequency around 12085 kHz could be traced. Noted in
Germany on various rxs.

Checked the 25 mb again:

RUSSIA   12070-fense  VoRUS in French to WeEUR and - mostly - North Africa
at 1600-1800 UT produces a like 'garden fense' signal in 11983 to 12190 kHz
range, noted at 1600-1700 UT on 11983, 12002, 12021, 12040, 12058, 12077,
12094, 12115, 12135, 12153, 12172, and 12191 kHz.

Centered frequency is via Moscow-Sherpukhov tx on 12070 kHz. Noted in
Germany on various rxs.
\\ frequencies 9745 11510 12000 12020 12040 kHz.
