Well I read it and it is discussing part of billing I know little about, 
except the part where you get inaccurate information and have to spend a lot 
of time on the telephone with the insurance company.  That is universal.

I am curious if any insurers are geared up to provide this specific 
information that is not in the minimal HIPAA transaction.  If they want to 
save money by denying payment, which I have little doubt that insurers do, 
what is their incentive to cooperate with the VA in providing this 
information freely and electronically?  

This seems destined NOT be an Open Source solution because the company 
providing this service will not want to make it easy to have this solution 
become generalized and save ALL parties trying collect from insurance 
companies money. It might put them out of business and save lots of money for 
everyone.  

There would not be the political will for making it work as an across the 
board solution.  If there were, the HIPAA transaction set would not be 
minimal, it would be MANDATED by the Federal government to be SUFFICIENT and 
special requests for additional information would not be allowed to prevent 
encumber the billing process and delay paying.  I am sure there were LOTS of 
lobbyists that made sure that HIPAA wasn't comprehensive.

If the VA actually succeeded in coming up with a way to electronically query 
all insurance providers and were to force this solution to be Open Source, 
imagine the money that could be saved on healthcare by everyone, not just the 
VA.  It could readily be adopted as a standard.  

Let's hope the VA will have the vision to force it to be a comprehensive and 
Open Source solution as they make their choices.
