I have had similar problems before and it was caused by a program
inserting itself in the IP stack chain.  After uninstalling it failed
to relink the chain behind it and thus DNS resolution wouldn't work.

The only way I ever fixed it was to reinstall.  There are probably
some things you could try but I'm betting that's the fix.

two thoughts--

1) I've had similar problems when it was DNS resolution. can you type  
in IP addresses into Firefox or IE and have it surf properly then?  
(like http://207.46.19.254/ -- microsoft homepage)


2) could there be any odd proxy settings that both IE/Firefox are  
picking up somehow? seems unlikely..


guess it could always be remnants of norton causing problems..
