VSO DivxToDVD is the easiest and best that I have found to convert AVI's to
DVD.

If you want to fit multiple avi's onto DVD ( as I did with the 4hr BBC series) I find it 
best to convert to SVCD with TMPGenc and then use Svcd2Dvd to make a DVD with menus, 
chapters etc. Took me 8hrs to convert the above to SVCD & then only 25mins to make a DVD.
I've tried a few of the direct avi-dvd encoders and all so far (except for TMPGenc) have 
been less than outstanding in output quality. But even when using TMPGenc, if I had 
converted directly from avi to DVD the resultant file was 10gb. Using the avi >svcd > dvd 
approach fits all on a DVD as there is no video encoding for SVCD > DVD
