I think you need to kill Auto Insertion Notification
(AIN) also.

I think it stays on so you can easily disconnect devices before you
unplug the device.

Off of the top of my head, I think that you click on the always do this
checkbox and then select no action from the list.  Or something like that.

That led me down the right direction.  It was as easy as
right-clicking on the phone device in explorer when it was connected
and choosing no action.
