A simple comment on that JIRA saying that Nadya grants permission will
suffice.

yes, that's sufficient, except that if the item is a heavily modified  
version of the document that was already contributed and available  
under the apache license, there's no need for any update from Nadya  
if she hadn't participated directly in those modifications.
