I think you're referring to Ismar David. I think he was American. He 
illustrated several books for the Reform Movement and published the 
following with JPS:

It sounds like you have prints of the illustrations for the JPS 
volume of the Five Megillot and Jonah. Try googling "Ismar David." 
You'll find a good deal about him.
