They most certainly can. There was a big brouhaa a while back when Amazon
pulled back a copy of "1984" by George Orwell when it turned out that the
version they were selling did not have copyright authorization. Now, their
approach is to notify you first when they are changing or updating a book,
but nothing stops them from doing that again.

There is also a case where a woman on Norway lost all access to her Amazon
account and all of her Kindle books when her account was locked.

I think we are talking about a Union catalog.

There are two smaller efforts right now, one is at the National
Library of Israel with their ULI catalog which includes most Israeli
libraries and several major Judaica libraries outside of Israel:

Unfortunately we have seen similar situations in the past, it seems
that the BiDi algorithms are not always followed 100% in respect to
numbers.

There are exceptions in the copyright law for libraries that want to
preserve materials so if there is a fear that the tapes wont last you maybe
able to convert them.
