I don't think such a tool exists. I think it would be a great contribution if someone decides to create one. Yes I'm interested in helping too. It's hard for me to know how much time I'll have but my other side proj is starting to wind down now. Maybe a wiki planning page and a patch-tag (or any other repo site really) workspace is a good starting point?
