Thanks [~ayushtkn] for the review.

Updated to HDFS-15188.004.patch for rebase and following changes,
 * For the connect to Hadoop Filesystem, if it connects to Namenode, keep no 
changes for different storage types.
 * For the getDatanodeWriteTimeout, I add more changes for tranfering block.
 * I refator the function getConfInt to getConfIntArray for better 
understanding. it read a batch values for all storage types.
 * also add comments for test cases.

and logic of AbstractNNFailoverProxyProvider#getProxyAddresses, +1 that it 
leads this failed unit test. v002 turn off RANDOM ORDER and try to trigger
