Currently setVerifyChecksum and setWriteChecksum initializes all target file 
systems which causes delay in hadoop shell copy commands such as get, put, 
copyFromLocal etc.

It seems that [this PR|https://github.com/apache/hadoop/pull/3579] is blocked 
on the same issue, on the ubuntu images, compilation fails.

I am looking after this fix to be commited, and hope that will solve my problem 
as well.

   Is the build currently breaking for all PRs without this change? We are 
getting native compile issues on #3579 too. Seems this fix may be related.
