For  [^HDFS-13215_branch-2.001.patch] and  [^HDFS-13215_branch-2.9.001.patch], 
the tgz didn't contain the RBF jars.
I think is missing the equivalent of the dev-support/bin/dist-layout-stitching 
for branch-2 in hadoop-dist/pom.xml.

Given that this Jira will new a module and make a big refactor, i suggest we 
should finish this Jira  as soon as possible, so that the new Jira ticket will 
base on the new layout.

BTW, Not sure if we should suspend a few day of commit for RBF, if not 
[~ywskycn] will have to update for getting the newer commit
