If I understand the fix correctly, HDFS-9364 fixed the same issue, but it was 
not backported in branch-2.7.

Sorry for the wait I was setting up an HA cluster with a trunk build, and the 
problem does not appear to be there. The rework and new logic must have removed 
this in 2.8

Looking at the code the {{NameNodeProxies}} class was reworked in 2.8, that is 
why I think it would not apply to the branch after 2.7
