Attaching a patch which takes the same logic as added in HDFS-10713 to 
{{FSNamesystemLock}}, pulled it out into a {{LimitedFrequencyLogHelper}} 
utility, and then changed a number of places that have per-edit-tail logging 
statements to utilize it:
* QuorumJournalManager
* FSEditLogLoader
* FSImage
* RedundantEditLogInputStream

It's not quite ready yet (needs some Javadoc, unit tests, etc.) but wanted to 
get some feedback on this approach... [~csun], any comments here?
