Cross-references refer to nodes, not to their sections.  The printed
format gets that converted to a reference to the corresponding
section.

So you need a @node to make a cross-reference.

I want PREAMBLE to start at zero, however the next section
starts at 4.2 rather than 4.1

How can I fix this problem?
