Try searching your code for the phrase PROJ.  My guess is that
something in environment.rb or one of your initializers is referencing
it, but it's not defined anywhere.

I'm encountering a similar issue. And I haven't ben able to find much
by way of documentation... it certainly seems like a Heroku thing.
I've never had much trouble with migrations before.
