Conference:
AL-QARADAWI: IT IS AN OBLIGATION TO RESIST THE AMERICAN INVASION
OF AFGHANISTAN

Dr. Yusuf al-Qaradawi issued strong criticism over the American
attacks upon Afghanistan. He described this as an invasion which
obligated every Muslim from all over the world to oppose them, in
the same manner as the Soviet invasion had been. He stated, “I am
not calling for a Jihad against the United States, but am calling
for resistance against the American presence in this Muslim land
through various means.”
Shaykh al-Qaradawi issued this statement in a press conference in
the Qatari capital of Doha today. He stated, “We support the Afghans
who stand firm against the American invasion of their land.” He
further indicated that this invasion was executed upon mere conjec-
ture and will victimize innocent civilians.
ONE THOUSAND BIN LADINS
Al-Qaradawi explained that the United States is responsible for
what had befallen it on the 11th of last month (September 11, 2001)
due to its blind impartiality towards Israel at the expense of the
Arabs. He stated, “Had the United States spent from its exorbitant
budget for the creation of an amiable solution for the cause of
Palestine, as they have currently for the struggle against terror,
this would not have happened.” He went on to stress that terrorism
will not be stopped by bringing down Bin Ladin. One thousand more
people with a similar frame of mind will go forth unless the United
States rethinks its foreign policies which have driven it to this
result.
Al-Qaradawi strongly emphasized the necessity for Washington to
review its foreign policies and the causes for its resentment.
Similarly, al-Qaradawi criticized the Foreign Ministers of the
Organization of the Islamic Conference which concluded its session
in Doha yesterday. He stated that they did not secure the objectives
and goals of Arabs and Muslims in what they concluded. The people
expect a position of decrying the United States’ strikes upon an
unarmed and starving people such as the people of Afghanistan and
the exposure of civilians to harm.
He further stated that Islam obligates all the Muslims of the
world to help any Muslim land which is exposed to invasion or ag-
gression from any other nation. He indicated that the current
American attacks upon the Afghan people is indicative of wanton
occupation and invasion similar to the preceding Soviet invasion
of Afghanistan.
He added that the United States has broken from International Law
with its interference in the affairs of other countries and its
rising to overthrow governments and its continuation of such po-
licies. He also stressed that Washington wished to divide the Is-
lamic world by creating a conflict between the governments and the
people who are not pleased with the strikes upon Afghanistan, just
as they are doing now in Pakistan and expressed concern of this
phenomena occurring in other Islamic countries.
SATISFACTION AND GLOATING, BUT NOT A CONFESSION
A question was posed from the British Press regarding the statement
of Osama Bin Ladin which al-Jazeera has broadcast in which he
confessed to enjoining of aggression towards America. To this, al-
Qaradawi said that the statement was one of satisfaction and
gloating, but not a confession. Regarding the mistaken and heretical
statements of Bin Ladin and the declaration of kufr upon him, the
Shaykh said, “This issue goes back to intentions. It may be that an
individual is mistaken or corrupted in his manner of thinking, but
the issue depends upon his intentions. I cannot declare him kaafir,
nor can I declare him faasiq, as some of the others have done. How-
ever, we erred in neglecting him when events such as this have ensued.
I say to America that it has forged from for the Muslims a symbol of
uprising in the world against American hegemony."

There is a dubious fatwa going around the internet which claims
that U.S. soldiers must fight for the U.S. army against Muslims
at all costs. It claims that they will receive a reward for this,
and that they should not fear any sin in killing Muslims for the
U.S. government. This "fatwa" is oddly substantiated with the
alleged signature of "Yusuf al-Qaradawi - Grand Islamic Scholar
and Chairman of the Sunna and Sira Council, Qatar". Shaykh Yusuf
al-Qaradawi is one of the world's most popular scholars and author
of the famous household book, "The Lawful and Prohibited in Islam".
The article is dated September 27, 2001, two weeks before Shaykh
al-Qaradawi appeared on al-Jazeera as well as a press conference
in Doha proclaiming that the Muslims must NOT support the Americans
against the Afghans in any way whatsoever, much less militarily.
This declaration by Shaykh Yusuf al-Qaradawi from October 10 is
his verified and legitimate position on this issue. May Allah
reward and protect the Shaykh for always being outspoken for the
rights of Muslims all over the world in spite of great danger to
himself and numerous assassination plots.
