I've been told that sappers can still be applied during Truce mode, but 
can't actually be removed during this time.


This probably should be fixed.

- Updated pl_millstone_event
- Fixed getting out of the map using spells
- Monoculus moves now around the end area of the map instead of staying 
near final pit
- Made spells spawn a bit less frequently
- Fixed ghost long arms, now it travels/arrives to hell
- Performance optimizations
- Updated the navigation file

[hlds] The L4D2 updates today

A heads-up for anyone still running L4D2 servers and especially for 
those using the UpToDateCheck API call --


Twice today, Valve has released a new required version of L4D2 (2141) 
and then rolled it back immediately afterward. This has not been small 
update, at 1.83 GB for the Windows version of the server.


Valve, please fix whatever system is causing this to happen. Also, 
consider changing UpToDateCheck to handle required rollbacks; with this 
glitch today, it has continued to report that 2141 is up_to_date, even 
though the latest clients (running 2140) can't connect to it and it is 
no longer the version being distributed through SteamCMD.
