Well for use on our clan server, it simply checks the player on
connection and sends 1 console message of "Authenticated" or not.

I'm pretty sure HLGuard enforces cvars on clients. On top of it,

files are writable so you can enforce whatever you like.

When you use mani - if you only want admins to be able to do a limited
amount of activities, you can disable them all separately in the configs
of it.
