The server has a 1,4 Athlon and 256mb SDRam... 256kbits should be enough..
what does a HL client use for bandwidth???

There's your problem. 256kbit upload isn't enough for 10 players even. Still
don't mention what cpu(s) are in this thing.  For a bit of reference, my
friend has adsl at 1500/384kbps and that line can barely take 10 players.
ADSL and cable are probably the worst way you can go to host a server.  Go
symetrical bandwith starting at 512kbps as a minimum or don't bother.

other location. The server is clean, no other aps, no other servers or
services that use the ADSL connection. The speed of the ADSL connection is

There are 2 possibilities.

1.  Bandwidth saturation on your adsl line.
2.  Resource starvation on the server.

What is your outbound bandwidth rating on the adsl line the server sits
behind?

What other applications are you running on the server?  What speed and how
many CPUs in the server?

Are you hosting a web site, ftp server, or mail server on that adsl line
and/or the HLDS server box?  If so, this could be causing either spikes in
bandwidth utilization of the adsl line or CPU utilization spikes on the
server.

Either of these 2 things could cause the ping spikes you mention.  BTW, if
you're on the same LAN as the server, why are YOU pinging at 60?  You should
be pinging sub 20 if you're connecting to the server from your LAN.

We really need more info to help you nail this down.

I'm running an HLDS on a W2k Advance Server and i can play the game fine,
but sometimes out of the blue the ping shoots up to about 2000 and makes it
inpossible to play.. then when some client's drop the ping drops to and
everything is just fine (ping up to 60) and then after some time it happens
again...

I'm running a HLDS on W2k with Maxplayer 15 and i tried to play with the
maxrate en minrate settings but that doesn't do anything different...

Any ideas???

There is no way to do that, you must bint 3 different IPs to your network
card and bind every HL server to one IP on port 27015...

WE ARE GOING TO GIVE A LANPARTY AND WANNA PLAY DM,DOD,CS AT THE SAME TIME ON
ONE SERVER (AMD 1,4GHZ 256MB 133MHZ).
HOW DO WE LET THE CLIENTS SEE THAT THERE ARE THREE GAMES RUNNING CAUSE WHEN
