What can't be done through SourceMod? Indeed it does have threaded sql implementations. SourceBans already provides a ban system similar to yours, a command blocker plugin could be written in 5 minutes and the stat tracking (or what i've seen of it) would be relatively simple to implement. Both. It's primarily a scripting engine/interface but it comes with a built in administration API and a decent set of plugins in the default package that provide a large percentage of the features offered by the other admin plugins. I understand that Valve wants users to have a good experience but custom rules are the least of your worries here. Choice is good, informed choice is even better, which is what tags provides :) Its just the Internet vs. Custom tab which needs a serious revisit.
