I've yet to do it myself with HL2 but before Steam came out, I had HL installed and registered my CD key with my steam account and I could use my existing installation of HL to make the Steam cache. I'm not sure that this can be completly true as the whole of steam, half life 2 and counter strike was put on to this months PC Gamer (UK) coverdisc. You only needed a valid steam account to unlock it. I'm making an assumption that Steam Cache was used to install those mods/games on the computer when the Steam network couldn't handle it the load.
