This might be a stupid answer for a re-ply but,
I am just curios,  isn't the one supposed to be in quotation marks?
Like this:

sv_alltalk "1"

Also, make sure you save as a .cfg In notepad by making sure the option to save 
as all files NOT *.txt.  Otherwise you might get something like the .txt after 
the cfg.
*if this is too stupid of an answer please don't flame me... I'm very sensitive 
and will probably kill myself if flamed too hard. ;)
