Both.

It's primarily a scripting engine/interface but it comes with a built in 
administration API and a decent set of plugins in the default package 
that provide a large percentage of the features offered by the other 
admin plugins.
All these can be removed/replaced or modified (everything is GPL) as you 
wish and there's a huge selection of third party plugins available to 
customise your server.

So, can someone clarify for me? Is SourceMod itself an administrative plugin
(like Mani or Beetle) powered via MetaMod, or is it an interface for admin
plugins to be written (like MetaMod), with some primary admin plugin being
bundled by default? That has always been hazy, and a few quick glances
through the docs don't directly point to this.
