Well, servers that updated via HLDSUpdateTool are no longer considered up to date. Which might have something to do with it. I highly doubt that Steampipe is the cause. Your friend just might have more luck on matchmaking than you currently do. I'm not sure how servers fill up on mvm, Usually players go where players are so mm propably puts players to already player filled servers empty slots but if no slots are free, then to an empty server. Some folks earlier, months ago were worried on their mvm servers due to server reputation system, that people quit more often and they are unable to get a positive score. I can safely say that if you run a good server, despite people getting off or kicked out, your server score should be a lot on the positive side, even though only 6 players are able to fit in at a time.
