I believe that was the drop rate cap. They removed the cap, but the drops should still be enabled. Regardless, it looks like it was a global issue last night that has since been resolved. Also clients that experience this doesn't necessarily mean it's a server-related issue. One fix is to close TF2 and rejoin the server, but last night it was not resolving the problem.
