Why on earth is it set up so anybody can connect their HLTV proxy to a
public server, taking up available slot(s)?   Surely some kind of auth
mechanism could have been put on the server?

I believe I read that sv_proxies controls this behavior.  0 allows none, 1
allows 1, and anything above 1 is untested.
