Also check how much cpu and ram you are using, you maybe maxing out as the server fills. Dropping the Linux virtual server and using the windows version will help this. My guess is because you are running an emulation (already slow) ontop of another emulation later, everything the gameserver is trying to do is taking 3 times as long because it has to traverse up two layers of emulation before its processed, if you catch my drift. Depending on game, tickrate and other factors you need some where between 35kbs to 53kbs upload rate per player on the server.
