You are not going to be able to since nosteam servers do not access the internet. Only if they are on the same lan as you will you be able to access them. Depending on a number of things, it's not exactly an uncommon thing. Mine's shown as 0 for over a year on my FreeBSD servers. I'm willing to guess it's because of Debian, but I can't verify that. It doesnt matter if I enable linproc, it will still not work... dunno why, since other gameserver are able to get the reading correctly. So its probably just a small change to make it work in FreeBSD. (It could have changed in a later patch.
