Yes, it's commonly in a datacenter or other high bandwidth place where they
store many of these type of machines.

Running a game server on a connection with 1.3mb upload and worrying
about the box setup is like buying a top spec porsche and letting all of
the air out of the tyres. If your hosting at home or at the end of such
a small connection it wont be your box spec which will let you down it
will be your connection.

Get the server co-located, its the only way to provide decent connectivity.

Athlon X2's run CS/CZ and CSS very well in my experience.

Hi

You need atleast 5-10Mbit upload for that ammount of players. And the
speed is not everything, you need also have good routes becouse
otherwise the speed is ok, but pings are poor. You should consider some
co-location service.

I read it somehwere on the internet. Cant think where.
Neways, Im thinking of running a 20 or 22 slot server(s) with AMXX,
meta-mod, admin-mod.
However ive only got a line speed of UP: 24MB DOWN:1.3MB
Is this gonna work?

That's the weirdest thing I've heard in a very long time. Who told you

You'd need to give the mod running, the number of player slots, the
add-ons you'd plan to run, etc, before meaningful input could be given.
