Will mp_timelimit still be relevant in other cp maps
(Granary/Well/Badlands)? Ideally, mp_timelimit expiring, if set, on
said maps and similar custom maps would force an immediate sudden
death/stalemate.

   Hmmm, seems like good event on the server.
   I want use SD mele only mode, on my server, but the VALVE remove
   mp_teststalemate cvar.
   So, many map can't reach SD mode.

I'd say they are stress testing the orange box enigine.  So far, TF2 is the 
only DM game on that engine...

Try putting -secure into the startup parameters.
