Thank you for this. This really helps preventing customers to set wrong 
values.

You should only use the -sys_ticrate command line option if you want to prevent 
the sys_ticrate cvar working while in game (this feature has been requested by 
GSP's). So unless you want to forcefully clamp the value don't add the command 
line value.

Works fine. I've set some of my servers the -sys_ticrate 300 option and 
console still reports "sys_ticrate" is 1000" as set in server.cfg, but stats 
report that fps do not go over 290.

Yes, some of the updates do apply to all HL1 servers (on both win32 and 
linux) so please do try it out.
