Yea, tf_arena_use_queue 0 kills all fun in arena so we leave it on 1.
I'll try RunTeamLogic and hope it works, thank you!

Because then teams are like normal maps. Meaning, users can themselves
choose red or blue and uneven teams are allowed. Many people, including me,
prefer the old way arena worked, but with 1/3 not being forced to sit out.

Are you running a plugin that switchers player teams? I've seen this

long time ago on a server that used a plugin that switched players'
  teams
to get past the 11v11 limit.

On our servers sometimes we have really really uneven teams (like
  4vs10
or 16vs12 etc) what shouldnt happen. And sometimes this happens:
   
speedpoint0 is joining team Red to replace [MKG] StevieViper
Cold ToTheTouch is joining team Red to replace [MKG] StevieViper
Mizzinator is joining team Red to replace [MKG] StevieViper
NaNoSoLdIeR is joining team Red to replace [MKG] StevieViper
wouterdekabouter is joining team Red to replace [MKG] StevieViper
eric. is joining team Red to replace [MKG] StevieViper
A defenseless Cow is joining team Blue to replace [MKG] StevieViper
A defenseless Cow is joining team Blue to replace [MKG] StevieViper
A defenseless Cow is joining team Blue to replace [MKG] StevieViper
   
and then some red players are in the spawn of the blue team and
vice
versa.
Does someone notice the same problems?

*Gasp*, your server crashes when you have a) a bunch of addons
installed, and b)  an emulation layer installed?  This is obviously a
critical bug that valve should work 24/7 on!
