There are some posts on the steampowered forums on this issue too.
Plus rumors that it might be an attempt at limiting idling, except it  
seems to affect non-idle maps/servers.

I've experienced it myself, even timing out seconds after connecting.
Also found out that setting cl_timeout (clientside) to a big number  
helps a bit.

The old adage of "if it ain't broke, don't fix it" comes to mind.

It happened to me in CSS on my own server.  The server is in my house!  The
round just started and I was buying stuff.  The timeout must be set to less
than 1 second!

I've heard from the people who have been kind enough to reconnect what

connection to all servers has been spotty like this, even in other
