It's something at steam end or srcds itself. I don't have this issue on tf but if i quit server "wrongly" aka kill it on css or csgo, it will (might) pull out message connected to steam servers and immediately connection to steam servers lost. If i boot it up again, it works just fine. Do you have logs for all console messages enabled ? Set different logfile names for every fork ! That way you can find out why its not working 100% Good Luck !
