Just to confirm, this isn't firewall or ISP related.

Some users appear to be able to connect... After a little research... It
would seem only users who have been logged onto steam for a few hours can
connect. i.e. have a valid ticket.

Your not running the vac beta on your servers are you? As indicated the beta
can cause connection problems.

When the server start:

Adding master server 69.28.151.178:27011
Adding master server 69.28.151.162:27011
Connection to Steam servers successful.

Still my client cannot connect and the logs are filled with the same error.

Error 35 is caused by timeouts when making a TCP/IP connection to our
validation servers (we have several in various datacenters around the
globe), check for something preventing outgoing TCP/IP connections.

Also... Why is it letting 95% of clients connect.

If it was just a tcp outgoing issue I'd expect all client or the majority of
clients to be dropped.

Its just seems to be 5% of people.

It really doesn't feel like a blocking or loss of packets or lack of packet
transmission.
