There is only one reason, why highpingers "should" get kicked:

They're hard to kill, while they're lagging around :D

The game didn't exist in the early 90's.  It barely existed in the late
90's, arriving just in time for the end-of-year Christmas holiday '98.
That's the original Half-Life.  And regardless of whether such a player
actually causes other players to "lag" or not, it does make it annoying
from time to time to play people who warp here and there and generally
are a total waste of a slot.

Hmm, but when someone starts teleporting every 3 seconds. No, he isn't
causing lag, just noone of other 10 players can't shot him down. If players
go tru ~20 hops, not only his ping is rising, but sometimes he get
>10-20losts. It's Ok if player has brains and knows about his right to
dissconnect :-). Thats why sometimes we need a HPK.

quake servers and such.

MANI and matties scripts have such. You may want to check them out. We use
mani for ping punishment and mattie for rate enforcement.
