in the beta when you died and became a spectator your rates were dropped very low 
automatically. Don't know if this is still the case (enable the console and watch it 
when you die).

A guess would be to tweak your rates, spectator wouldn't be as heavy on
upload bandwidth as playing would be, though that's just a guess.

That's what I'm seeing is the wierd part. I get than during normal gameplay,
but when I'm specing someone else in a heated battle, with the brass, sounds
and impact graphics, it's smooth as silk. I would expect that normal
gameplay would be the smooth and spectator would be the chopped one since it
"should" be using less frames.

yeah, I have an x800pro on a amd3200+ a64 w/ gig and I get that as well.
 from my "research" it seems to always coinside w/ sounds... like
explosions, or gunfire, etc.  its as if the sounds arent caching
correctly, and its loading from the disk or something.  its very very
annoying.   it started for me when 1.6 moved over to steam, got better
for a while, and now is back again, and I am not sure what fixes it.

Well I'm running a GF4 Ti4600, 1GB DDR 400, and AMD 2500+, and my FPS
whilst playing is good (85-110), but I get a "jerk" every few seconds
which is really annoying.
I did something a while ago that fixed it up but then the disk I have
Windows installed on packed up and I had to reinstall on a new one.

Just out of curiosity, is there any specific reason as to why, when
you're playing source that the video isn't as smooth as when you're
spectating someone? Before anyone says get better hardware, I'll state
that I'm running a Nvidia 5950 Ultra on an amd 2500+ with 1gb PC 2700
DDR so I seriously doubt it's the hardware. I'm seeing a lot of this
within the steam forums but there's simply too much "noise" there to get
any type of useful info on this. My son, who has the same hardware, but
with a 5200, shows the very same symptoms and many other people that
play on my CS 1.6 servers have said the same thing when they're running
