You may be able to download 1.1.2.6 by using HLDSUpdateTool. But your server will not appear on the server browser and a future update will break protocols again, forcing you to update. So while we're still in the short grace period for transitioning to SteamCMD there is no reason to not update now and certainly no reason to downgrade. The majority of issues have been on the client side anyway so there is absolutely no reason to still use 1.1.2.6.
