Im assuming they are behind your router...
This worked for our HLDS servers... +ip INTERNAL_IP in the command line
They weren't connecting to the steam servers

I remember that we used to have this issue before, but someone here posted
a firewall fix for it which solved the issue for us. But now with and
without this fix, the issue has returned. I think the issue where the fix
was posted had something to do with running multiple SRCDS instances on the
same machine (I could be wrong). We currently run four TF2 servers on the
same machine.
