Yea, as i remember it, it should be something like this:

Banip time ip-address kick (only use this if you want to kick the
player when banning)

Ex.

Banip 5 212.160.154.93 kick // would ban the ip address 212.160.154.93 for 5
minutes and kick it right away

You can also use banid which bans just the steam id

Banid time steam id kick

Ex.

Banid 5 STEAM_0:1:234567 kick // would ban the steam id of that player for 5
minutes and kick it right away

Hope this clears something up

get tired of seeing racist and shit text on console server screen.
i would imagine that transferring banned steam accounts cfgs. between
servers will work?

if you have multiple servers, you seriously need to look into a more
streamlined ban management system, which most of us here suggest would
be SourceBans - http://www.sourcebans.net/ - if you want something a
little more lightweight but just as effective is Sourcemod Webadmin
available here: https://forums.alliedmods.net/showthread.php?t=60174

Both sites require Sourcemod on your game servers to work, but it sure
makes ban management a hell of a lot easier. It's definitely worth the
effort of setting up the web front end and MySQL database, shoot even if
you have only 1 server

Tf2's default ban system is not very robust, but:

Usage:  banid  minutes   userid | uniqueid  { kick }
Use 0 minutes for permanent

So, banid 0 423 kick would kick and ban userid 423 forever. You can 
also use their steamid. if you omit kick, it wont bother looking for and 
kicking them if they're already in the server. Note that timed bans work 
in a very iffy manner.

You also need to run 'writeid' to write these bans to file. A common 
approach is to have:

exec banned_user.cfg
writeid

In your server.cfg, so on map change it re-reads the ban file (in case 
other servers have added bans in the meantime) and then writes the list 
of bans.

Most people, however, use something like sourcemod to handle admins, 
kicks, bans, etc. In sourcemod any appropriately setup admin can use 
sm_ban and the database is managed automatically.
