I know _restart works when used from the console. I haven't tried it via
rcon. Does _restart work when you enter it in the server console? What
server version are you running?

This command does not work from screen console on 3.1.1.0c. New to
x.1.1.1x ?

rcon restart? That's the command to restart the running map, not to
restart the server.
