Correct. That's why it suggests using "map mapname", since that gets you
into a local server without a lobby. Similarly, when a dedicated server is
unreserved, you can connect to it without a lobby.

sv_cheats was probably done to prevent clients from using the grenade
launcher and the various ammo types in the demo when they weren't
meant to be included in the demo.  I doubt it's for any kind of cheat
protection when it was only done to listen servers.

If you have set up a dedicated server(s), the cheats work fine. I just 
tried entering them on console and this is the result:

sv_cheats 1
L 10/31/2009 - 09:26:34: server_cvar: "sv_cheats" "1"
sv_cheats 
"sv_cheats" = "1" ( def. "0" )
 notify replicated
 - Allow cheats on server

Maybe it's disabled for the client only and this is just a quickfix so 
no one can ruin others games. Different for the game itself.

[hlds_linux] l4d2 demo sv_cheats

Looks like this new update brought with it the inability to enable
cheats on your own servers that you pay for and manage.

What the heck does "Please start your own listen server" mean? It's my
server! I pay for it! In addition, I tried hosting a local server off
of my own computer with friends connected and was still unable to turn
sv_cheats on.

What's the deal Valve?
