I expected it to stop more than 16 players from joining, since that was the impression I was given on its function. Ie, an easy way for plugins to adjust the visible number of slots in order to implement reserved slots and such. It only tells the client how many server slots it should see. While the game client serverbrowser respects this cvar, third party server browsers may not. As you said, it helps a plugin implement reserved slots and such by hiding the reserved slots. But the plugin will still have to implement the slot reservation itself. The cvar does only do the hiding, or rather, suggests it to the server browser.
