Just to confirm, this isn't firewall or ISP related. Some users appear to be able to connect... After a little research... It would seem only users who have been logged onto steam for a few hours can connect. i.e. have a valid ticket. Your not running the vac beta on your servers are you? Also... Why is it letting 95% of clients connect. If it was just a tcp outgoing issue I'd expect all client or the majority of clients to be dropped. Its just seems to be 5% of people.
