Also, would you care to explain exactly what you mean by "corporate HL server"? This makes no sense. You cannot start a lan server AND allow wan users (public, Internet). Unless you are running a corporate HL server, which would be rather odd. Rates are determined at connection time, so if you connect at maxrate 1 and then change it to 4000, you stay at 1 and everyone connecting after you gets 4000.
