I can say that the biggest difference that I noticed
when I got the bell on my horn cut was that it was
much more centered (in terms of both sound and center
of notes).  It could also be played louder without
breaking up.  That seems to be the general difference
between the fixed and screw-bell horns that I've
played.  Of the best horns I've ever played, one was a
fixed bell (Monnig) and one a screw bell (Paxman 23).

That's an easy question to answer, it depends on the horn!  Some horns are 
improved by cutting the bell, some are absolutely ruined.  Most newer horns 
don't sound like anything anyway so you might as well cut them.  It could only 
help!

Due to the number of first class professionals using cut bell , I think it
would not be  accurate to say that a horn with a cut bell does not have a
" true  horn sound " . I think that there is a big number of variables , and
therefore we should not  focus on such subtle changes .
It reminds me of my own question , quite a while ago , about lacquered
instruments vs. unalcqered ones . I can't remember who was the one who told
me " if the audience can't tell, if the conductor can't tell ,  and if your
colleagues can't tell , what difference does it make ?
I think that that guy's advice applys here , too.

The most effective airport screening is done by El Al.  They interview each
passenger at the gate; it's not a cursory screening but done at length.  El
Al personnel are trained in what to look for in people trying to be evasive.

Why this most effective method has not been picked up by others is not know,
but I could offer a few potential explanations.

1.  It is a lengthy process.  I believe the questioning is about ten to
twenty minutes long.  While that may work for El Al with limited schedules,
it might be problematic with larger airlines with more robust flight
schedules.

2.  The powers that be don't have faith in the ability of security screeners
to get it right.

3.  The powers that be have placed too much faith in technology to replace
the human interaction.  (This is a big failing in the US intelligence
business since the days of the Venona Intercepts.)

4.  A combination of one or more of the above.
