Luke-

It's no problem to drill an oiling-holes in any horn.  As Walt Lawson says,
it has to be properly and carefully done.  I'm not sure whether it's an
advantage or not.  It makes it marginally easier to get oil onto the bearing
but creates an opening for foreign material to enter the valve. 

The real problem here is making sure the valves are oiled consistently. I
think the top bearing can be adequately oiled in the same way you oil the
bottom bearing. The valves need to be oiled at least twice a week (with a
liberal amount of oil).  If you let the oil wear completely off the interior
surfaces it will be replaced by moisture.  After that happens you need to
take the horn apart, clean it, dry it, and reassemble to re-establish the
oil film.

drill a oil port in an 8-D bearing plate to facilitate oiling?  Why isn't

Oil holes can be drilled in bearing plates but can result in damage if not 
properly done.  It is best to hold the bearing plate in a vise-like fixture.  
There is a tendency of the drill to hog into the plate near the completion of 
the hole.  Bearing plates should be drilled using a center drill so that the 
upper part is larger than the hole itself  so that a plastic oil bottle with 
a nipple on it can be pressed into the hole while the oil is being forced out 
of the plastic bottle.  This squirts the oil under pressure into the valve 
casing and completely coats the rotor with oil except for the bottom bearing 
which can be lubricated by putting a drop under the stop hub and pulling the 
slide without operating the valve.  A vacuum is created which draws the oil 
up the bearing into the valve, coating the botttom bearing which is the most 
important part of the valve needing lubrication.
